A good ANR headset can work for some but there is still a lot of noise that comes through. If you only wanted thermal, there are a lot less expensive ways to go. And it also depends if you want to have burn certificates or something that passes the burn, certs or not. Home depot fiberglass batting is about as cheap as it gets if you only want thermal insulation but you will need to cover the blanket in film.
As for me, I'm going to have the maximum amount of insulation I can get and the fact that I won't spend anything on it isn't part of the equation. I figure I fly with my wife and I most of the time. If I want to take two more, I don't need all 100 gallons so there isn't a problem and it is bioth thermally and acoustically superior.
