It's my understanding there will be no flying above FL270 unless the
aircraft is  RVSM equipment and the pilot is RVSM qualified.  As an extra
note, altitudes between FL190 and FL270 will be reserved for jets.  It will
depend on the congestion weather turboprops or recipe's will be allowed
above FL190 and this can vary from sector to sector.  Hope this helps
