I know you are in the composite business and can shed some light on this.
 
I have seen the term "high surface energy" applied in reference to surface prep prior to wet bonding.  I understand this increases the strength of the bond and is obtained by cleaning the part or parts and sanding.
a . Does it make any difference if 40 or 80 grit or Scotchbrite is used?
b . Is time between sanding and bonding a factor?
c.  Does a final cleaning the parts with Acetone, Methylene Chloride or water reduce the surface energy?
d.  Would final cleaning  of parts with Vacuum have an effect?
