I couldn't open the file sent but it would be unusual if the spar couldn't be repaired. If it really needs pre-pregged repair parts, molds could be splashed off of the spar, new splices made in an oven, then bonded in place. That gives better consistency than a wet layup, but even that is possible. It will be very important to have a good taper to avoid stress concentrations and avoid fatigue.
