 Did you get a part number for the sleeve. I could not see the part number in the manual.
 The sleeve clearly can't fit as shown, It will be easier to verify against my parts lists
 and actual part bags with the part number.
 Your airplane must be almost done. Are you flying it to Redmoind in August?

The AN4-51A bolt is actually the correct length bolt!  Check page 13-15 in the construction manual.  Note there is a "sleeve" which fits over the axel.  The manual shows it in the wrong place, however.  It should be inside the wheel, over the axle, and between both bearings.  This sleeve is a precisely dimensioned aluminum tube which preloads the bearings at the proper load, and also provides metal-to-metal compression across the entire length of the bolt so the bolted assembly doesn't turn when the wheel turns.  This sleeve was inadvertently left out of many of the nose wheel kits sent out to customers.  Just tell Lancair your nose wheel kit was missing the sleeve and they will send you one.  I have already found several Legacy's where the sleeve was omitted.  Bad mistake! 
 
One other comment about the AN3-3A bolts specified to bolt the keeper plates in place.  Actually, these should be AN3H-3A bolts (drilled head).  These bolts should be safety wired to each other.
