I purchased a pair of hydraulic jacks from http://www.alpha-aviation.com/   I found them in Trade a Plane.  Model 332W will handle all your needs when  building a IV-P.  The main reasons I favor these jacks is 1)  double action hydraulic cylinder (saves time), 2) locking collar (can keep pressure off the seals when your airplane is supported for months and in my case, years), 3) jack point fits nicely in receptacles, 4) wheels attached, and 5)  a 6" riser is included and has been used, although not required to swing gear.
