In the up position(high pressure), there is no net hydraulic force
trying to push the ends out of the cylinder assembly.  This is due to
the spacers we install under the rod end bearings. The rod holds the
pressure between the piston and the end plug against which the spacers
is resting.  In the down position, the piston bottoms out against the
inside of the same end plug, but now all pressure is retained by the end
plugs and their respective retaining rings.  Besides not needing very
much pressure to lock the gear down, the cylinder is not nearly as
capable in the extended position.  I don't know that this is the
official reason for the lower down side pressure setting, but it is
something to keep in mind.
