That's what it says, but that's not how I did it.  From my
understanding, they just wanted that to ensure good contact between the
antenna base and the ground plane, ie through the mounting bolts.  I
just made sure the base made good contact on the outside of the fuselage
and called it good.

You might need to get the efax viewer from www.efax.com to properly view
that .tif.  It should show up in a normal image viewer I would think,
but all my computers have efax viewer on them, so they might have my
opinion skewed.
