Can't site chapter and verse but absolutely correct.  When you fill out
your request for airworthiness is when you decide "who" built it and
"what" it is.  

Curiously, my FAA guy called me back 3 times (no kidding!) trying to
convince me that the Model was a "Larry Henney Lancair 360".  No.. I
clarified Manufacturer - Me; Model - Lancair 360.  I don't know what he
was driving at.
