Good question in my mind also. I used the chord line of
the aileron and adjusted weight so the chord line was horizontal. Now
the wing tip washes in compared to the wing stub but it may still have some
positive attack with respect to the relative wind in normal flight. If the
ailerons were not attached to the controls the aileron TE would probably be
above the flap and wingtip TE.
