Yes, they were
attempting an emergency landing with one engine in zero-zero
conditions which was unsuccessful.
NTSB report shows the following weather at the time of the accident;
WEATHER: WINDS 030 AT 9, VISIBILTY 10SM
CEILING 020 OVERCAST,
(020 is 2,000' ceiling, not even technically IFR none alone ZERO-ZERO).
Please keep the information down to the facts, which will be sketchy at best
for a while.
