Was Duke in experimental (either R & D, Show Compliance, or Market Research)

If it was in experimental, did the authorization allow for IFR flight? If
it did, that is a bit unusual for current day experimental classifications
of certified aircraft. I would like to know how you did that, as my
MIDO/FSDO/ACO will not allow that.
