The RG-400 cable was in fact attached to the antenna (with enough cable to reach the panel) and the BNC connector was attached to the "radio" end of the cable.  The VSWR meter was then connected to the BNC connector.  So, the test did include the antenna and the cable in as close to a "real world" situation as I could replicate.  Hope this helps.
