The cycle voltage is for charging a battery that has lost a significant amount of its charge. I use the low end of the cycle voltage or 14.5 VDC and 29.0 VDC for 14 and 28 volt systems respectively. Remember that the alternator is a 3 phase AC generator that has an internal full wave bridge rectifier (6 diodes) so its output is rectified AC (DC with a lot of ripple). Be sure to measure your charge voltage at the battery terminals so you read what the battery is seeing and not what the alternator is producing.
