The new lights on European autos are High Intensity Discharge Lights (HID).
They use an xenon gas filled emitter, have no filament, and generate their
light by plasma discharge. Typical operation voltages, at the emitter, are
35k volts. Therefore they require a ballast.
I have two in my Glasair III that I developed and sell for/to the Glasair
crowd. Mine put out 500k candle power, turn night into day, have a useful
life of over 5,000 hours, and sell for $550. LoPresti has a similar
certified unit called the 'Boom Beam' that sells in the 1k range including
the install kit.
These are the best and brightest lights on the market. Their only downside
is cost.
