This is obviously problematic when flying enrout in class A space on a jetway at FL260 over, say, Denver. This year the FAA released a internal bulletin to local FAA offices clarifying this matter. After hearing about this I contacted the local FSDO and discussed it with them. As a result of this discussion I faxed them a friendly letter with the following: I would like to request that you review and amend (if necessary) my operating limitations in accordance to HBAW 98-11 "Issuing Operating Limitations for Amateur Built Aircraft for Flights Over Densely Populated Areas" 14 CFR91.319c so that I may operate over densely populated areas in full (and unambiguous) compliance with the regulations. Business frequently takes me to the San Francisco, Los Angeles and Denver metropolitan areas. I am pleased to report that in short order I received revised operating limitations with the "Densely Populated" restrictions removed. Regards Brent Regan
