For my two cents worth it does sound like a static problem. What
youdescribe was what i was experiencing in my IVP and a combination of static
wicks and ground strapping the entire airframe worked.
In my situation the builder of the plane did not make sure that there was
less than 10 ohms resitance between the wing control surfaces and the main
ground of the airframe. In fact there was no contunity whatsoever.
By ground strapping the plane and installing static wicks the problem was
solved and the the measurement dropped to 3 ohms.
Since I did this after paint was complete I think you are fine to go ahead at
this juncture.
You can get wicks from Bill Maddox (www.speedbrakes.com) or from Lancair.
The same goes for grounding straps.
