http://66.40.114.170/buyers/a-drier.cfm is a site that will give you some
leads for purchasing cobalt.  Not sure if you can buy the small quantity
that you need, but maybe you can ask for samples.  May be enough.   Do you
know if the material you have been using is 6% or 12% strength?  That will
be a question that they will ask.  Your product is probably from OMG
Americas in OH.

I expect that some of the solvent has evaporated out of your material, so
you now have a more concentrated solution, like maybe 30% strength, and that
is why the reaction has been faster.  Have you tried just using less?  Try
diluting with something like mineral spirits or xylene?

If you have no luck getting material get back to me with how much you may
need.
