Phil,

Be  careful about  overstressing the arm or other components.  Even with the
beefed up  arm called for in a SB a few years ago, the arm on the control
horn might fracture.  You shouldn't require hydraulic pressure beyond the
throw of the control horn.  Consider the possibility that the air flow is
causing some deflection resulting in the flaps binding somewhere in flight
that doesn't show up on the ground.  Maybe it's a similar situation to the
gear door stories that are common.
