I looked in my builder's manual last week to see which vent was at BL 141.
It appears to be the aluminum line which runs from BL 141 to the NACA vent at
the wing tip. No other vent from this wing tank section was indicated in the
manual.
Do you mean that someone actually forgot to build this vent, which appears to
be the main vent for the whole wing? That they failed to make a 20 inch or
so piece of aluminum which vented from BL 141 to the exterior of the plane?
Is there a photo available for this?
The early report referred to the tank areas by letter, i.e., D, I think. My
early manual never showed the wing tanks denoted as A, B,C,D, etc., so I want
to make sure no other changes took place such as adding another vent other
than the original aluminum one.

PS--My personal opinion regarding Slosh Doors is that the T cap strip above
the doors should be widened to 3" to provide a wider umbrella in case of a
Hysol drip.
