There are four basic problems as I see it. Bearing, bearing, where is the bearing? Will the rotation happen between the Ti rod and the aluminum bracket, the Ti rod and the bearing bore or the where it belongs, inside the bearing. Lets Play! The proposed plan will have three times the play from the start. Aluminum bracket to Ti rod play, Ti rod to bearing bore play and internal bearing play. The first two are held rigid when they are bolted. Now we are getting some wear. For the same reason washers don't turn when a bolt is tightened, the bulk of the motion, and therefore the wear will happen between the Ti and aluminum bracket, just where you don't want it to be. Galvanic corrosion between the Ti and Al will be a big issue in moist climates. Inspection holes are a must, but isn't eliminating holes why this was proposed? But weight, that's not all. OK so it is only 1/2 a pound but it is way back there. Miss. Clio says the Nave of Swords should stay out of the House of Rudder, Mon. Stick to the book on this one and have three fewer things to worry about.
