The turbo is supposed to be extracting energy from the exhaust stream. Basically it is converting heat energy into mechanical work by expanding and cooling the exhaust. I haven't done the calculations, but a 700F drop in temp across the turbine doesn't sound unreasonable. I think you lose very little temperature in 12" of pipe.
