I often turn on the ignition and leave the fuel pumps off, so that I can set (make that play with) my ECU program screen, set radios, check voltage, set parameters on my EFIS, etc. When my aircraft is completed and ready to fly, I will also be able to warm up the transponder with the ignition switch on, obtain my IFR clearance, program my GPS with destinations and waypoints,etc, etc, all without having the fuel pumps on. Then, when I'm ready to start the engine, all I will have to do is flip the switch(s) for the fuel pumps and press the starter button. Just a few reasons it might be nice to turn on the ignition and not have the fuel pumps come on line until you are ready for them. Just one more way of looking at it.
