Yes, the first eBay link is to a PICkit 3. Cheap now! This is an in-circuit programmer that plugs into the header next to the = processors on the EC2/3 circuit board. You need to program each chip/processor separately via its programming = header. And yes MPLABS is the microchips free environment. I wouldn=E2=80=99t suggest anyone do their own reprogramming unless you = know what your doing. Hoping this is helpful.
