Paul, I don't think it really matters on which end you place the restrictor.
I put it next to the block for the reason you mentioned - the 1 in 1,000,000
chance a leak might develop in the line or fitting then it might reduce the
oil loss sufficient to put her down.  But, again just my annal rententive
view on design.  If you can easily do something to even take care of the 1
in 1,000,000 chance - then why not do it that way.

The Sun Gears are splash lubricated in the Ross.  I think Tracy design his
such that they have an oil spray.  No, the Ross PSRU does not completely
fill with oil.  While I have never looked inside one while it was operating,
I suspect there is 1"-2" of oil in the bottom lowest part. A lot of oil is
apparently slung around by the spining gears.   I think I aided my Ross gear
galling by putting in a second drain and further reducing oil input with a
smaller restrictor.  Just too little lubrication.  Tracy's used the full oil
pressure and you MUST NOT use an oil line restrictor.
