For billet, you'd need a 12"x12" blank, 3" thick. McMaster-Carr is asking $378.67 for 6061-T651 of that size.

That ain't gonna work.
But how about this? Cast a thick cylinder, and then drill 1" holes from the sides
towards the center. Casting and drilling should be a breeze. It would require a mill and a large indexer to get an accurate spacing, though.
