Yep, after I blew up the photo, I could see the tac welds on each end of the blades.  How large a hole do you need for the shaft?

That looks like it might be a good start.  The vanes look like they only have very short welds on each end, and the inside end would get cut off. I'm thinking my only real solution is going to be a CNC job.
