I tried downloading and found the link pointing to a non-routable node 192.168.2.10;34384. But then again, Netscape 4.8 couldn't even see the photo and schematic. I tried Mozilla Firebird 6.1 - download goes nowhere. Tried IE 5.5 - download looks like it's proceeding, but then I get the message: "Internet Explorer cannot download EC2Params.exe from eaa154.dhs.org. The server returned extended information."
I tried the method below, and got to the file, but it failed to transfer, even with "drag and drop".

I guess my router is having some issues with the ftp protocol because everything works fine from the local subnet. I changed the html code to use the http protocol for file transfer so please retry.
