Bad/bent apex seals and one broken side seal. The apex seals explain the low compression, hard start and rough low power (the roughness had been developing). The side seal explain the oil smoke coming out onto the prop I think.
Now I need to find the courage to start testing at higher power.

I am keeping her below about 4500 rpm (I need to run just under 4500 to get the map to 22 to set Mode 3) to allow the new apex seals time to set. Reset the Hobbs too.
I replaced the 3 lb wastegate spring with the weakest one I have; a 1.5 lb spring.
So, should I be offended that someone else found a failure mode with a clogged exhaust??? I was beginning to think I had a monopoly. I will gladly pass the torch.
