I had a similar problem and it wound up being one of the starter to plate bolts wasn't tightened.  Retightened both and it magically worked.

in writing this it reminded me that the new starter wouldn't engage at first.  I took it to the auto parts store, they tested it, and no problems.  I reinstalled it and it engaged.  maybe the solenoid isn't consistent.   comments?
 
ps - thanks Lynn for the idea of using a compressed air gun to prime the oil pump.   just filled the line to the oil radiator, then forced it all back into the block.
