It sounds like the starter gear may be too close to the flywheel.  There should be a few thousanths inch clearance between the two sets of teeth.  The starter gear is spring-loaded and should retract as soon as you release the switch.  If it doesn't, I would keep looking until I found out why it didn't.  Does it extend & retract when bench tested?

in writing this it reminded me that the new starter wouldn't engage at first.  I took it to the auto parts store, they tested it, and no problems.  I reinstalled it and it engaged.  maybe the solenoid isn't consistent.   comments?
 
ps - thanks Lynn for the idea of using a compressed air gun to prime the oil pump.   just filled the line to the oil radiator, then forced it all back into the block.
