Even with the throttle on the carb completely closed any vacuum leaks could= cause the engine to over rev without a load. I tried a Weber carb at first on my 13B but had trouble with it. You need to have an adjustable fuel regulator and be able to set the fuel p= ressure just right or the fuel pump will over power the float and cause exc= essive fuel to be delivered. And getting the jetting right is a tedious trial and error process. I found the EFI to be much easier to get working.
