Dave,
Wrap a rope or strap around the center of the tread and cinch it tight! This will push the bead out and hopefull allow you to get air to stay on the inside! Once the bead is set, remove the strap and continue filling. It might help to put a lube (like vasaline) around the bead also. Hope it helps,

I have a gas caddy with tires that have no tubes.  I let the air get too low and the tires have retracted away from the rims.  Does anyone know the trick to get them full of air again...  No matter how much I try I cannot get enough of a seal to pressurize the tires.
