John,
Items 11 and 13 are each the dual turbo's oil return drain connections.
Item 12 is the pad for the electronic oil metering pump for the rotor
chambers.
You still don't have the right oil filter pad. The 13Brew has a boss in
the base of it that returns the oil from the cooler up thru the filter.
Here is the same picture (labeled, resized and cropped, view is from the
top looking down onto the top of the filter) showing the connection of
the line to the filter base pad (arrow). It is a banjo bolt.
