Todd,
The oil pump is a positive displacement pump, and
flow will be proportional to rpm. Does your oil cooler have a
thermostat?
I agree that it sounds like you have local boiling
when the flow is low and the power increases rapidly.

thought about this. Yes, it does have a thermostat, thanks.
