So long as the injectors "disable" switches are activated such that they are "ON" (providing Power) then all four injectors will always have power/voltage. But, as Bob mentioned, the EC2 will only ground the leads to the primaries (turning them on to flow fuel) while the manifold pressure is below the staging point (approx 17 " Hg). So with the injectors switches ON they should see voltage on all four resistors and all four injectors all the time those switches are ON (providing power).
