Our latest turbo's from Holset are called the VGT for Variable Geometry Turbo, this turbo does not require a waste gate and is capable of producing 30 p.s.i of boost at idle which is close to 60 in.of hg.. It has a VGT controller that is controlled by the ECM which sense the boost pressure and delta P sensor for the EGR to
function at all conditions, we can eliminate the EGR portion.

That does sound perfect, but I have to wonder about availability, and price.  The plain old everyday turbo that Mazda sells for the 2nd gen is about $2k.  The 3rd gen twin turbo is >$3k.  Neither of these come with electric vanes, or computers to control them.  I would be afraid to ask the price of a complete VGT setup, if they would even sell it as a system.

Cheers,
Rusty
