That is, in a frictionless system the only energy that would need to be added would be to get the water moving. But there is friction in the system. The electric pump only needs to keep the water moving through the engine and radiator. The ED pump adds in the losses through the thermostat restriction, which as I understand it is quite high. Once the water is spinning, the EW will have an easier time of it.
