Lynn, I don't have a real good idea what the hp will be on installation.  It seems like I read that Tracy was figuring 185 after he install the fuel injection.  The prop carvers are saying that the Tailwind is 5 to 7 mph faster than an RV with the same hp and prop.  One of Jim Clements Tailwinds was tested in I believe 93 by CAFE and it did 217 on a 0-320.  One fellow in CA. is getting 237 with the Tailwind and a 180 Lycoming, but I think it was race prepped by Jim Clement of Baraboo WI, the Tailwind Guru, who built it for himself as his 8th Tailwind.  I believe he was offered a bundle for it so he built another for himself.  Most of the fellows are getting from 207 to 213 at 2800, 2900 rpm.  So the proof will be in the pudding.  Anything over 150 will make me happy, anything over 200 would be awesome.  JohnD. from the farm

Lynn,  the plane is a Wittmann Tailwind ,Steve's design of Oshkosh fame, enclosed is a picture of some at our flyin in Michigan last fall.  That is the fuel cell.  I tell the Tailwind guys I am at the 94% done now with 87% to go. 
With those thin wings and a strong rotary, it should go like a rocket. I like fuel cells.
A great idea.
 
I have a BD-4 kit and it looks like a big tailwind.
