add a small pinhole between the pump and the nozzle at a point above the tank. yes, this will leak when spraying, but it will break the siphoning effect after the pressure is shut off

Unless I find or make a syphon brake, I may have to find a pump that will brake the flow when stopped. Any ideas or suggestions?
