In my opinion both pumps should be turned on for takeoff and landing. A pump failure occurring in these phases is not a good time to diagnose a loss of power. If the pumps and pressure regulator are properly sized, there should be no change in pressure. The pressure regulator relieves fuel back to the tank to maintain the correct pressure. What will increase is fuel flow in the return line back to the tank. IMO the pumps should be in parallel. In my installation, I also have a filter on each pump rather than 1 common filter. These comments are intended for a EFI system, not for a carbureted system.
