Any decent test is going to (or damn sure *should* measure EWP voltage along
with everything else. If it hovers around 12 - 13 V, it could reasonably be run
wide open. Lower than that and you are overcooling or at least over pumping if
you don't have a controller. That said, I would insist on a position switch
(OFF, ON, Controlled ON) so one could bypass the controller.
