Bill, I am not familiar with all aircraft oil filters, but my  aircraft filter has female fittings.  I use the following:

Champion CH48109 TCM P/N 649923 Female 3/4-16 Fitting

It has attach points on it bottom for safety wire.  I am certain their are others, this is just the one I have used since day one.  I suspect it would fit your Fram filter, but since I don't have a Fram oil mount don't know for certain.
