I use the following: Champion CH48109 TCM P/N 649923 Female 3/4-16 Fitting It has attach points on it bottom for safety wire. I am certain their = are others, this is just the one I have used since day one. I suspect = it would fit your Fram filter, but since I don't have a Fram oil mount = don't know for certain. Bill, I am not familiar with all aircraft oil = filters, but=20 my  aircraft filter has female fittings.  I use the=20 following:
