Not certain I understand how vacuuming a tank makes things worst, unless you are saying it could give you a false sense of all being well, but with debris remaining.
 
But, more to the point.  I suggest you write up your concerns about tank vacuuming and submit it vial the "mail" link at the bottom of the menu list.  This will send it to the webpage monitor who can post it to the exist material.

Holy crap. I just skimmed the fuel sys suggestions. This is example of good intentions not being enough. It recommends vacuuming out your fuel tanks. Vacuuming tanks is the number one cause for fuel contamination. The vacuum cleaner displaces material in bottom of tank and forces it to corners, hidden from view.
If you use vacuum cleaner, you must duct tape small diam hose to the nozzle. Thus reducing the amount of air it displaces. Please change the site, and put this info in BOLD. It's a key item.
