I think the requirement for "Dual" is assumed to be prior to "Solo". So if you are able to solo without the dual and gain 10 hours - that is what the actuarial guys are looking for. There is a fall in the accident curve after 10hrs in type and they want to know you are on that slope. At least that's my understanding from the insurance guys.
