I suspect that you are correct, Al.  The operating temperatures recommended my Mazda long ago are undoubtedly conservative especially with regard to the capability of various "O" rings to withstand the heat.  
 
From what I understand, the oil temp limit of 210 F into the engine is there to protect the rotor bearings, which is supposed to be the first thing to go at higher temps.
 
I've never heard of 180 F as a water temp limit, other than the fact that the stock thermostat is 180 for most models.  I can't recall what the thermostat was on the FD, but I practically defy anyone to get an FD to run under 200.  I don't think the radiator fans even bother to come on until 205 F or so.  Can't quite recall.
 
Now Lynn and the racing boys have said that best power comes (from memory) with water under 180 F, and oil under 160 F.  These might make good targets for cruise, but I don't think too many people are going to have the cooling capacity to see these in max climb mode.
