Can a 13b built and configured to put out that HP in a RV-10 last, be happy,
etc.?

I agree with Ed.  The 3 rotor is the most reasonable way to go for a continuous 250 HP range.  The other thing you need to worry about is CG.  Since the plane is supposed to have an O-540, a 3 rotor will be a better match for the weight.
