Stuck injectors after cleaning and flow balancing is a common problem.
The solvents use set up after sitting a while. What you need to do
before installing any overhauled injector is to get a 12v battery, hook
it up and touch one wire to the terminal momentarily to see if it
clicks. If it does it is ok. If not, it is stuck. Here is how you
unstuck them: get a 2x6 and slam them by hand onto the board till they
click. That is what all the professionals do! I'm not kidding. It worked
for me twice. But now before I assemble any 13B engine, I do the click
test. They are a pain in the ..to get out afterward.
