Be careful with the system of pumping from one tank and returning to the other. With the flow rates that an EFI pump returns to the tank, it would require very active tank managment to avoid sucking the one tank dry.  
Yep! Been there. Done that. Didn't like it.
Another problem with this is that returning to a full tank tends to deposit a lot of you're fuel over a wide area :(
 
I have separate tanks, pumps and filters on each side. Return is switched by a solenoid energized by switching the left pump on. This leads to its own set of fuel management issues, but it keeps the total redundancy I was looking for. Since we're analyzing fuel systems, I'd welcome any comments.
